The objective of this paper authored by Ingrid d’Hooghe in the framework of the ““EU R&I Knowledge Network on China” | Service Facility in Support of the Strategic Development of International Cooperation in Research and Innovation (N°30-CE-0838742/00-87) is to map the opportunities and challenges for EU-China Science, Technology and Innovation (STI) collaboration, as they emanate from China’s 14th Five-Year Plan (FYP) (2021-2025) and related recent STI strategies. It fits into the broader EU goal to keep abreast of new developments in China’s evolving STI strategy and practice, so as to ensure the development of sustainable EU-China collaboration in STI and contribute to European STI excellence and resilience.

Within this broad topic, the focus will be on those parts of the 14th FYP that offer opportunities for scientific research and innovation collaboration. The paper is based on desk research of Chinese and English language sources, complemented by interviews with five European S&T policy makers and experts on the preliminary findings of this paper.
