The American Innovation and Competitiveness Act directs the Office of Science and Technology Policy (OSTP) to submit a „biennial report on international science and technology (S&T) cooperation“ efforts to the Congress. The report provides an overview of the United States’ position in the global research and development (R&D) landscape and identifies areas where the United States remains a global S&T leader and areas where the United States is losing competitiveness. The report also includes recommendations to firmly establish U.S. leadership in international S&T engagement.
