The Council for Science and Technology Policy was set up in the Cabinet Office as one of the policy councils on key policy fields in January 2001.

The above council was reorganized into the Council for Science, Technology and Innovation (CSTI) in May 2014 to strengthen the functions related to the creation of innovation.

Under the leadership of the Prime Minister and the Minister of State for Science and Technology Policy, the CSTI serves as the headquarters for the promotion of STI policy; it overlooks all of the nation’s Science and Technology, formulates comprehensive and basic policies, and conducts their overall coordination.

The CSTI is chaired by the Prime Minister, its membership is composed of three groups:

  • Cabinet Members (Chief Cabinet Secretary, Minister of State for Science Technology Policy, Minister of Internal Affairs and Communication (MIC), Minister of Finance, Minister of Education, Culture, Sports, Science and Technology (MEXT), Minister of Economy, Trade and Industry (METI));
  • seven Executive Members (Those who have excellent knowledge of Science and Technology are appointed from academia and industry)
  • the President of the Science Council of Japan.
