France's National Institute of Statistics and Economic Studies (Institut National de la Statistique et des Études Économiques: INSEE) is a Directorate General of the Ministry of the Economy, Finance, and Industry. It is therefore a government agency whose personnel are government employees, although not all belong to the civil service. INSEE operates under government accounting rules: it receives its funding from the State's general budget.
